Unable to change password in OWA exchange 2010

We are not able to change the password even if we meet all the requirements for the password policy when using OWA to change the password. This only happens when we are in OWA and want to change the password. We have no problems changing the passwords in AD or even from the user's computers.  
We only have one exhange server and one Domain controller.

What error do you receive?

It's possible it could be caused by the minimum password age, can you set the password age to 0 as per: http://msexchangeguru.com/2010/05/28/exchange2010-owa-password-issue/

The error is that the password does not meet the minimum password requirement.

The article to Edit the AD Group policy Minimum password age. Where do I find the "Minimum password age? Sorry, I haven't don this for a while.

Normally in the Default Domain group policy using the Group Policy Management Console.

You should find it under: Policy/Computer Configuration/Windows Settings/Security Settings/Account Policies/Password Policy
