in the product specification of HP OFFICEJET J6413 IT IS GIVEN Print speed (black, draft quality, A4)
 Up to 31 ppm

Print speed (colour, draft quality, A4)
 Up to 25 pp
But its actual print speed is very less , i dont know why may be some seetings i have to make ? , as tried already installing new drivers etc .

Specified speed is under standard conditions and as you mentioned speed is "up to 31 PPM" !!!

It depends on how and what you print. If there are any graphics content, you'll get less speed. Plain text would help speeding in printing. Try printing from DOS prompt you'll get more speed compared to windows.
