Mapi table error when manage public folder permission on Exchange 2007

Hello all, when I run the following command “Add-PublicFolderClientPermission -Identity "\Marketing" -AccessRights Owner -User Kim” I got the following error “Add-PublicFolderClientPermission : Failed to modify the MAPI.NET table property  of the object "\marketing" on server "exch3". See inner exception
for more information. I have this issue only on this public folder, I have no problem to create new folder and assign permission to it. Exchange 2007 runs on Winodws 2003 R2. Please help, thanks in advance.

Use the PFDAVAdmin tool
- verifiy the permission for the user who is facing this issue
Ensure that the user is having the owner Permission on this folder
