Who is Participating?

WordPress uses URL rewrites in some cases.  It may be that you set it up wrong or something else went wrong and there is now an infinite loop as WP tries to rewrite a request.  Without more information, it's hard to say.

Then you have other problems beyond the normal IIS redirects with permalinks issues.  I would do the following:

1) Reset permalinks to the default
2) Disable all plugins

Test again.  If the site starts serving content, then you need to enable things one at a time, testing in between each thing to find the setting that breaks the site.

That's usually an issue with your ISP or with the WordPress respository being unresponsive due to demand.
