New Tab or Window doesn't appear, WIN7-HP OS

When I click on a link/URL in IE 8 or 9 (it started with 8) to a new web page from an existing page, the tab or new window opens, but never delivers the new page, it just "looks for it"

Try to reinstall IE

Unistalled ie9, re-tried ie8 and no good
re-installed ie9 and tried-no good.
If the link "replaces" the page I'm on it works fine, but if ie has to open a new tab or window, it opens it, but it just "stalls" and the "new" web page will not display
Have you tried while running IE without any add-ons enabled to see if it is caused by a third-party app?

I had already tried the link you referenced & had no success. Sorry, I should have told you that before. I turned it to Mr Softee & they were stumped and I ended up having to do a sys restore. Thanx for your help
