Build ruller graduation, run-time

I have a vertical line (lnScale) on a form.

Y1=10
Y2=270
X1=X2=8

I want to show graduation on this line using horizontal lines at:

at 0 (at the bottom end) , 100, 200 (numbers labeled):  horizontal line width=8 and Border width = 2
at 150, 250 (numbers labeled): horizontal line width=6 and Border width = 1
at 10, 20, 30, etc . (numbers not labeled): horizontal line width=4 and Border width = 1

I am looking for a solution where the components (graduation lines and possibly the labeling numbers) are created run-time and positioned on their spot as opposed to having the graduation line created before hand.

Use a graphics.DrawLine supplying the relevant coordinates. Then use Graphics.DrawString to draw the text.
