How to get wordpress to create post by consuming web service.

I'm  .Net developer that has been asked to interface a .Net / SQL server site to a Wordpress site.

 I need to build a WP plugin that will take a user search string from a text box, do a GET to a restful webservice with the search string, be returned a single JSON record which gets posted as a blog post in WP.

The web service is in place htttp://Mysite.com/SearchResults/Fish and will Return a valid JSON or XML of a Fish Object.

I know some PHP but virtually nothing about the WordPress Plugin architecture. What is the proper way to implement this type of interface. I'm  looking for pointer to get started. Hopefully there is an existing piece of code floating out there that can get me close and be modified to fit my needs.
