Could you please recommend IDE for developing & debugging stored procedures in PostgreSQL with PL/pgSQL & PL/Python? What is the best way to develop stored procedures?

Not yet there. Postgresql still does not support server-side debugging of stored procedures.
Syntax highliting in notepad++ is of help, for other procedural languages also.

You can debug stored pl/pgsql functions using pgAdmin3 in windows Enterprise DB plugin is available by

restart server after changing postgresql.conf - add/modify line
shared_preload_libraries = '$libdir/plugins/plugin_debugger.dll'

run script
c:\Program Files\PostgreSQL\9.0\share\contrib\pldbgapi.sql
