Nope - it is Microsoft's alternative to Google basically.  Kind of replaces the old MSN Network.

Depends on what you mean by legitimate.  I prefer Google, but I recently worked with another IT professional who loved using Bing.  It's basically just a matter of preference.  Microsoft has pumped a lot of time and resources into Bing, and it's growing, but it's definitely the underdog.
