Disable off line file sync on client computers

How do I create a group policy on a domain server that will disable off line file sync on client computers and disable the option to change it on client computers

Thank you for the quick response.  I have seen that knowledge article and set my server up to what I thought were the proper settings.  I then went to command line on both the domain server and the workstation I am using as a test and run gpupdate /force.  I waited a few days after that and at this time I am still able to goto My Cmputer and click on tools and choose synchronize.  It immediately puts the performance of the system to between 70 and 100 percent usage and if I click on processes I see mobysync using all the power.  After a few minutes I get the dialog box to choose what I want to sync with the items checked.  I would like to either not show this to users or at least disable and grey out the option.
Which settings did you set in the GPO regarding the off-line files?

Do you have the Computer Configuration Setting->Allow or disallow use of the Offline Files feature = Disabled ?

Is that GPO linked to the computers you want it to apply to?

If you set that setting, then Tools->Folder Options->Offline Files tab shouldn't even be available on the computer...

If you run the Group Policy Results Wizard and confirm that the settings are being applied to the computers you think it should be?
I agree that the off line files tab is missing from the client computers.  But if you click My Computer  then go to tools there is still an option in that drip down to synchronize files.  I would like that also to be gone or greyed out since pressing it brings you to the same options to choose what to synch and when.

This is exactly what I was looking for.  The only thing that could have been better was a way to accomplish this simply by creating a domain wide group policy enforcable from the domain server rather than having to go to each workstation and manually edit the registries which can be quite time consuming if you have a dozen or so systems to manage.
