Connect to (use) external Web services from PL/SQL code (Oracle 11gR2)

I need to use some external web service web methods to access an external SQL server 2005 database data.

Is it possible to access such web services from PLSQL code in my Oracle 11gR2 database? Do I need to install any PLSQL package for that?
Also is there any sample plsql code available that I could test for such web service access on the Oracle 11gR2 database?

I used OPENQUERY from SQL server to access Oracle before as in the 1st link you mentioned.
