ongoing resolve: in what context can it mean in this situation?

I was a member of an organization, which was born in 1959.
I left the group around 2005.
As the years progress and the number of new members to join is near zero, and the existing members get older, I see a limited lifetime for this organization.
In 2009 there were 115 members. In 2010 there were 96. This year 77.
A majority of the 77 are die hards who will maintain their membership until their membership on this ole earth expires.
A small group of individuals sponsor, and run the group.
I'll provide as much detail as I feel comfortable with, but each year, before the "season" begins, usually in January, the organization's agenda for the year is stated.

This year, the lead in to the agenda said:

"In an ongoing resolve..........."

I know what ongoing means.

I looked up the definition of "resolve" and found many.

What do you think the word "resolve" might mean, in this situation?

A situation where I personally believe the group is in it's final, and unknown number of, years of existence.

I'm placing this is the philiosophy zone as I do not know the proper one. Obviously it has nothing to do with religion. Philosophical interpretations of the definition of a phrase may or may not be proper.

I'm thinking, not sure, that the use of the term "ongoing reserve," and specifically the word "reserve," means a last effort or closing attempt to keep the organization from shutting down. (As membership dwindles and the benefits to the organizers is slowly coming to an end after 50 years)

I did not want to say the above, so as to lead the replies.

The word "resolve" is the key word, and how it might be defined in the way it was used by the group organizers to:
"put into words," the schedule, and agenda for the year 2011.

it is a sports organization and their events offer prize money. It used to be that people besides the participants were putting up alot of the money. Then in recent years, it has been mainly, all participants pay their fees and the prizes come from that amount.

Lasy year in their finals they played for $13,000 with 96 members and only 56 showed up at the finals.
This year someone is guaranteeing $35,000.
I am thinking that this might be some, last effort, to try to revive something that is basically dying off.

It is a small group of people. And new members are non existent and the rest are getting older, slowly quitting, or dying.

"Resolve" was a curious word, as if they were trying, again, one more final time, to try to make it work.

error.....and this year with only 77 overall members they are playing for almost 3 times last year's prize, so someone is making some sort of "resolving effort."

they have added 14 members to get to 91.
But, they were regional persons and were going to join any way.

I just found it, odd that they would suddenly be outspoken and say "ongoing resolve"
As if they have been trying, and trying, year after year, and it is close to not working, and their efforts may be winding down.
