Unfortunately not. Windows Server 2003 didn't have much in the way of remote firewall control. The firewall feature was completely rewritten for Windows Server 2008 and can be controlled via group policy, but for Win2k3, there just isn't a good way to do this.

Sadly not. Adjusting the firewall or ICS settings on 2003 is primarily an in-session (RDP or console) job. 2008 (and particularly R2) with group policy and equally importantly remote powershell support changes things drastically, and were created in no small part because of situations like yours. Relying on RDP alone is just.....finicky.

If you can open the services console for that server remotely you can stop the windows firewall service.
