For Windows XP, use DrTCP: http://www.dslreports.com/faq/578

For Windows 7 and Vista, check out these scripts:
http://www.cableforum.co.uk/board/12/33655006-my-vista-tcp-ip-tweaks-speed.html
http://www.cableforum.co.uk/board/12/33657237-windows-7-tcp-ip-tweaks-tune.html

Of course, you should first try to find out the best settings for your internet connection type and provider (check out DSL user forums etc.) and then adapt those scripts to your specific needs.
Or you could make a backup of your registry with EruNT first (http://www.larshederer.homepage.t-online.de/erunt/), then try the scripts, and if no better or worse, restore the registry.
