Project 2010 - When trying to Change Global Settings - Manage Site Services Access Denied Error

I am using Project Server 2010.  In Project Web Access Permissions, the checkbox for "Manage Site Services" was unchecked.  When I go back in (as Administrator in PWA) and check it back on I get the error "The permissions update failed for the following reasons:  - Access Denied."  

I can't turn it on because it is off; very much a circular argument. How do I programatically or otherwise turn Manage Site Services back on since, the check box doesn't work?

did you try powershell or stsadm?

Try using powershell to give yourself the appropriate permissions... you may be able to use stsadm as well.
Haven't tried this out myself, but its the only way to do it if you can't do it via UI, command line.

Powershell did not work for me.  I ended up creating a new PWA Instance, saved projects from the old, uploaded to the new.  Fortunately, the "old" was relatively new and only had a few projects to save and re-upload.

I give myself a grade of "B" becuase it is more of a work-around than an actual solution.
