Establish CD Burning Policy on Network Domain

How can I setup a Domain Group Policy to restrict certain users from Burning CDs?

Domain Controller = Windows 2003 R2 Server
Workstations = Windows XP, Vista, 7
Burning Applications = Windows built in software, and NERO(3rd Party); other 3rd party applications may also exist

I would like to setup a restriction group, and apply the policy to users that belong to the group.

    That really cannot be accomplished for all programs as there are a lot of apps to burn

    You can prevent the built in Windows app via GPO by enabling the "Remove CD Burning Features" policy in Administrative Templates\Windows Explorer\.

    Nero can be managed via Nero BurnRights, but all other 3rd party apps are basically unrestricted for local admins.

    The only way would be to use the two options above and create a corporate policy and audit computers for burning programs.
