Exchange 2010 Outlook Web App issue

Hi, i have recently setup a new exchange 2010 box and its working fine in my exchange forest. now here is the issue. OWA works fine, but im looking at the change password feature. Now i have followed the how to on to create the registry entry to allow this and have restarted iis but when a new user tries to login and they have "user must change password at first login" they are given a password error. If i unchecked this and reset the pw to something they can login just fine. Then if they try to change their password when in owa they get an error message that the "password does not meet the requirements" i have tried all kinds of combination's and nothing works. any ideas?

took a look at the link, already had the gp set to a custom policy which disabled the password complexity. checked the local policy on the exchange box, has the same settings as the domain policy.

i did another try and if the box "user must change password at first login" is checked it flat out denies the user access by saying invalid username or password. If the box is unchecked they can login fine, with a password set in AD. And then back to the issue of the password requirements.

all the reading on the net makes this feature so easy to use but nothing but a pain for me to implement!
Any ideas any body?
