What is your processor?

Linux based and my processor is x86

I came across Wind River Linux 4 and Wind River Real Time Core for Linux but I am unable to find more information about this core on their web site. Do they still offer this core?

I hope that it supports PCI.

all major linux distributions offer kernel with realtime patches, some are in default kernel, some in optional multimedia and/or realtime kernel package.
all of them support PCIe PCI-X etc etc etc.

you can rebuild kernel rpm/dpkg to your liking

OpenBSD/NetBSD/Gentoo may require a bit more effort, but will be smaller.

if you want to practice realtime system programming eCos is a good try.

Does RHEL support real time kernel package. Any pointers on that?

RHEL supports only one single aging kernel. Avoiding that leads you to a good path.
