I am trying to discover if Windows Server 2003  creates an event log entry when a user is added to the Administration group. I am working on a script to notify of any domain admin account

Not exactly.  You could turn on server auditing for successful privileged use. You would then have to parse through all the entries to find what you are looking for.  Are you willing to use third party management applications?
