SBS 2008 - backup to external hard drive

We are using shadow protect to create a backup image of our windows server to an external hard drive.  We would like to setup  the external hard drives so that we can swap one for offsite backup.  However, with two of the exact same external usb drives, windows keeps re-lettering them so that it will not work. We have also tried several sata docking stations to swap sata drives but they always fail after swapping one drive for another - even ones that claim to be hot swappable.   This was not an issue of server 2003 or windows xp.

How can we hard code lettering into usb drives or otherwise swap external usb or sata drives for offsite backup?  We do not want to use Tape drive or tape drive like devices.
