i think you should select AHCI mode in Bios and boot from DVD whit Windows7. If your sistem is booting from DVD and not see the hdd, put this driver on usb stick and loadit in windows 7 instalation.

Not booting has nothing to do with the HDD mode. If it boots and tells you there is no hard drive, then you should check the mode.

If your system boots to install from a Windows XP disc, but fails with a Windows 7 disc then there can only be two options (as they guys have mentioned above):

1/ Faulty optical drive or meida
2/ Your optical drive is a CD or CDRW and won't accept DVD media

dell optiplex 990 have dvd drive or blueray. See THIS

Does the PC have any type of OS on it at the moment so you can check that the drive is working correctly (i.e. test it can read your DVD).  Failing that, your media could be at fault.

If you can boot to it on another machine, then it has to be something on your local reader.  If you can boot to it on another machine, you can try to install via USB (hit F12 during POST and select to boot to USB Device):

Hi,

I also had same issue with Optiplex 990. This model has structural issues. I had solved this issue temporaryly by opening the case and attach another SATA DVD and finish the installation. Opened a support case and they came and replaced it BUT new one also acted same way, even worse, as tray was not coming out. Next day we have noticed screws should be lose! Well thats obvious structural design issue.

Commented:
run the dell hardware diagnostics from the boot options menu by pressing f12

Find a USB DVD rom to complete install after the install is complete
