I have an issue with users booking a room that is on Exchange 2007 server. When they try and book the resource using Outlook 2010 or OWA they get an NDR with the following error:

Your message wasn't delivered because of security policies. Microsoft Exchange will not try to redeliver this message for you. Please provide the following diagnostic text to your system administrator.

Now, if a user that is using Outlook 2007 tries to book the room, they are able to book the room without any issues.
All users have the same rights to book the room, whether they are Outlook 2007 or Outlook 2010 users.
Has anyone else come across this issue before? Very baffling.
