Secured FTP site on Windows 2008

I am trying to set up a secured FTP site on Windows 2008. I allowed SSL connections from FTP SSL settings (IIS7) and added port 990 in site Binding. I tested it by FileZilla and was able to connect to the server by ftps. I logged in as a FTP user(not the admin user),  which has access to a particular folder,I can see a list of folders under the FTP root. How do I go to the folder I have access? I gave Everyone group READ only permission to the FTP root and the user is not able to click any folders.

    Enable logging in your FTP client so you can see the server's actual response... it is usually fairly easy to figure out once you see the log.
