Windows XP Startup Scripts on one PC

Title:
Windows XP "Running Startup Scripts"Question:
1 am running a Windows SBS 2008 with 6 Workstations (Windows XP) on a domain.

Windows SBS Configuration:

Server IP: 192.168.3.2
Subnet: 255.255.255.0
Default Gateway: 192.168.3.1
DHCP: 192.168.3.2
Preferred DNS Server: 192.168.3.2

5 workstations Startup reasonably OK , one Workstation takes 4 minutes "Running Startup Scripts"... How can this be fixed ?

I have tried the following with no success:

1) Use a Static IP Address.
2) Check Network Card Speed
3) Make sure that scripts are configured to run synchronously,
4) Disable the Scripts "Run logon scripts synchronously
5) Use gpresult & rsop.msc, gpupdate.
6) Change maximum wait time for group policy.
7) Delete - windows\system32\group policy
8) setting group policy:

9) Disable Policy: http://www.microsoft.com/resources/documentation/windows/xp/all/proddocs/en-us/gptext_assigncomputerstartupscripts.mspx?mfr=true
10) Delete Registry Key:
http://www.freelists.org/post/gptalk/Running-Startup-Scripts-when-they-no-longer-exist,1
11) Enable show startup scripts visible from gpedit -> comp. configuration ->system->logon->scripts
then i restared my machine. as usual machine was hanging by showing "running
startup scripts", that time its just showed the following script in command.

How can this proble be resolved ?

Did u check the system event log on the XP box?

Event log on the PC Under Eventviewer - System shows the following error: this error has showed up arround 20 times +
Event ID: 10016

The application-specific permission settings do not grant Local Activation permission for the COM Server application with CLSID
{0C0A3666-30C9-11D0-8F20-00805F2CD064}
 to the user PC-00382\McAfeeMVSUser SID (S-1-5-21-1343024091-688789844-725345543-1014).  This security permission can be modified using the Component Services administrative tool.

Occasionally the PC will reboot fairly quick

I carried out a few checks on the Event viewer after a restart , when the Scripts take 4 minutes I noticed the following in event viewer:

The application-specific permission settings do not grant Local Activation permission for the COM Server application with CLSID
{0C0A3666-30C9-11D0-8F20-00805F2CD064}
 to the user PC-00382\McAfeeMVSUser SID (S-1-5-21-1343024091-688789844-725345543-1014).  This security permission can be modified using the Component Services administrative tool.

I restarted the PC several times and noticed that when the PC started up normal fiarly quickly the same as all the other PC'S in the office, I noticed no Errors in Event Viewer.
