Permanent 301 Re-directs to a Better URL

I have a small directory that does not have too many links.  And I know what I am suggesting will be a bit tedious at first, but once I get everything going, it should be a bit easier.

Right now, the directory links point to www.example.com/directory/15-Web.asp.  If I put a 301 re-direct to www.example.com/directory/15-Web-Hosting - would that be better for SEO purposes?  

For the links, www.example.com/links/1.asp.  I would put in the 301 re-direct to www.example.com/links/Techevolution

Unfortunately, I cannot change where the links will point to, but I was hoping that having a 301 re-direct will help. I will have all the proper titles, meta tags, etc.

From a URL naming convention, yes, being descriptive in your URL of what the page is about is SEO best practice.  

Doing a 301 permanent redirect is a good solution to achieve what you are doing, helping eliminate 404 errors to old pages and duplicate content.
