The Local SharePoint Server is not Availale

Built first SharePoint Project.  It builds fine.  However, the local SharePoint project is not available on the server.  This is the error message I get when I try to run the project.  How do I fic this error?

which  tool are you using to build the project does you have access to the SharePoint server. Is your project being built on the same server where you have a copy of SharePoint server

I am using Visual Studio 2010 to build the project.  How do you get access to the SharePoint server?

what is your project type is it in the same server where your sharepoint server is. do you have a sharepoint server do you have access to sharepoint server

please see the link i posted.  it gives step by step instructions for resolving that error.

I just followed these steps from the link:
Now, open your SQL Management Studio and ensure this Username is added as a DBOWNER to the following databases:

SharePoint_Config
SharePoint_AdminContent_[guid]
SharePoint Site Content DB

I am still getting the error:
 I am still getting the error: The local SharePoint server is not available.  Check that the server is running and connected to the SharePoint farm.

 Would you know what would cause this error?

I do have most of the prerequisites.  I am not sure if I have the farm administration privileges yet.
