Giving Limited Rights

Hi, I need to give a user in a WIN 2003 Domain limited rights, to just reboot a server when needed.
How can I achieve this?

I would suggest simply making them a local admin on that individual server. This way they can log in and reboot the box without having any other access to your other machines.

One of the  Server]s is a Domain Controller, I don't see a option to add a local user account?

Do you want to give restart permission of Domain Controller to user?
If so Add the user in Administrators group in AD.

Open ADUC find Administrators group and add user or group to that Administrators group.

Add for the server restart permission instead of giving permissions manually to server,

Add the user or a group to restricted group in AD. So it will give admin rights to Servers and Workstations.
