Exch2010: DAG Holder of Database in a "Disconnected and Healthy" can't bring it online

Don't think this is how a DAG is supposed to work in Exch2010.  I brought the replicating server down for maintenance.  When I did the DAG seemed to glitch out.  The server already hosting (in a Mounted status) the database went into a "Disconnected and Healthy" state and when I tried to "Active the Database Copy" losslessly it fails with the attached screenshot.  I can ping the witness server from this Exch server so I don't think its in a DAG isolation, but why isn't it mounting the database it already had mounted before i brought the other server down?

if you wanna do it losslessly, the other server must be there, so that the replication service can check if all LOG FILES have really been copied over the network.

Seems you had a brain split... ?
I would restart one of the node (the active that does not work right now), and wait for everything to work agian.

I've brought the other one up losslessly while the other is offliine in the past... multiple times.

because he had everything already copied and he new it .
By the way : Maintenance guide specify that if you wanna take a server offline, you'll have to do it after bringing the DB online on the other server, stopping the replication, and so on (there is a script for that).

Before I brought this server down the server was in a "Healthy" replicated status in terms of the DAG.  Then I right clicked on it and "Suspend Database Copy", added a comment and then waited for it to finish.  Then i powered this server down and the problems started.  

Is this not the proper way to bring a server offline that participates in a DAG?

yes it is.

Don't know why you'r in such a situation, but one thing you could do is recreate the Witness share and content, so that the server does no more think the database is already mounted (never done that).

(or recreate the DAG :
1- Remove every server from DAG using Remove-DatabaseAvailabilityGroupServer -Identity -MailboxServer -ConfigurationOnly
2- Clean the cluster using this command to every DAG member cluster node /forcecleanup
