A local loop was detected

I have messages sitting in the submission queue that give the message "a local loop was detected".  How do I fix that so the messages will go out?

We need to know your setup to help better.  How many exchange servers?  Anything remote ?  Any other pertinent configuration information.

three exchange 2007 servers, two exchange 2003 servers.  all three 07 servers have all three roles.  nothing remote.  I am decommissioning one of the 07 server soon (and maybe the other two if I don't get things squared away).

our whole exchange organization is messed up, and our spam filter is broken so undeliverable messages are screwing everything up.  I changed the root server to our one server, restarted transport services and that fixed.
