There is no other error that pops up?

Can you check event log and see if there are any errors related to the install possibly MSI errors?

I removed 2003 from this computer and then went to install Office Standard 2007 when the error occurred.  I am under the Admin login.

Try running the uninstall tools for office 2003 and 2007. You'll find them at the bottom of this page:
http://support.microsoft.com/kb/290301
Reboot the computer and then try re-installing Office 2007.

Run the setup with logging syntax or parameter.  You can pull up the syntax with setup /? because I forgot the syntax.  Then read the log file, it will tell you what the error is for sure, then hopefully, you could remediate the error.  Let me know what happens.  Good luck.
