Is there a power shell one line command that can tell me all the mailboxes on a particular exchange database?

I want to find all the users on say Mailbox Database 4.

There's a -Database parameter on the Get-Mailbox cmdlet for exactly this purpose.
Get-Mailbox -Database <DB Name>

You can use ServerName\DB Name (if you have multiple mailbox servers) or ServerName\Storage Group Name\DB Name instead of simply the name.

I fully respect your opinion, but I am a little confused, because I had every confidence I had answered your question with a single-line command for collecting the data you wanted.

For my own future reference, I wonder if you could let me know what the issue was with the Get-Mailbox -Database command?
