Block sender except for one Recipient

I have received a request from the CEO of my company to block a sender from emailing ANYONE in the company except for herself.

Example: janedoe@gmail.com is only allowed to send mail to johndoe@mycompany.com. All other emails from janedoe@gmail.com are dropped with no bounceback.

We are using Appriver as a SPAM filter in front of the Exchange 2003 server but AppRiver is unable to filter on an individual basis so I have to set this up on the Exchange side if possible. Any help would be appreciated.

I don't think it is possilbe with only Exchange 2003 (without third party product or some kind of dev).
It is more easy with Exchange 2007/2010 or edge server.

That was what I was coming up with as well but was hoping for a prayer. :) Looks like we'll be upgrading to Exchange 2010 FINALLY!
