Send as permissions Exchange 2007 / Outlook 2010

Does anyone have an issue with 'send on behalf of' in Office 2010, and we have Exchange 2007.

User who have Outlook 2007 have no issues 'sending on the behalf of' another persons email but in Outlook 2010 it says you do not have permissions.  But they do.

Can anyone help?

    where did you set the permissions? On Client Level(Outlook) or on the Exchange management Console?

    I set it at the outlook level

    But at the exchange level they have full & send as permissions

    Could you please provide a screenshot with that error coming from Outlook 2010
