Exchange 2007 conference room resource mailboxes - recurring meetings causing double booking

I have an exchange 2007 server with 5 conference rooms.  The scheduling of the rooms work well EXCEPT for recurring meetings.
A conference room can be double-booked IF the original meeting is a recurring meeting.
The recurring meeting does not show as busy in the free/busy info.
How could this be remedied

2 Solutions
1st check the users are using Office 2007 SP2

Second check the Free/Busy options of the Meeting Room Outlook Profile
Check decline conflicting appointment is selected.

If all the above is okay.
A VERY Common reason for this is becuase the users are booking the meeting room as an ALL DAY EVENT
All Day Events are defualted to show time as FREE
If using this option when booking, they need to make sure to manually change the Show Time as FREE to BUSY

This is a result of the built in functionality of OUtlook/Exchange as they define All Day Events as Holidays, Birthdays or Special Ocassions
Time is defaulted as free to allow users to be at work, and still receive bookings in the their calendars.
