are you running any other roles on this server? Have you restarted it and tried to re-add the role? Also what is the topology of the network this is being added to (is this the first domain controller in a new domain, new forest or a member controller etc)?

Is the server configured with dynamic IP? Is there any error message on event viewer? Is this first dc on your 2003 environment? Have prepared the adprep/domainprep, adprep/forestprep,adpre/gpprep?

Let me know your thoughts for further assist.

Thanks for the questions. I am sorry for the Lack of information. I have resolved the issue. This is a 2008 deployment of win2008 R2 64 bit. This was a vm in Lmware lab manager. I believe that the template I used was corrupted. I created a new template from scratch and then created my clone from that.  Everything installed fine from there.
