Outlook Error

I have outlook 2003 with all patches loaded.

When I attempt to use it I suddenly get the attached.

I also get this message in my System Log:

The Security System could not establish a secured connection with the server cifs/192.168.100.10.  No authentication protocol was available.

192.168.100.10 is my server which is a Microsoft 2008 server

Error message says Internet Security warning on top of box

Could this possibley be an Internet issue?

Also I noticed that there is an outlook icon in the Time Tray
with a red X on it with a note of: Microsoft outlook is offline

but when I click send recieve it works but gives error message?

I reinstalled office 2003 Using Custome and run all from my computer
I reinstalled office 2003 patches.
I Ran CCleaner and deleted temp files
I ran Defraggler and defragged System
I Ran Scanpst and found no errors on data files?

Wierd one????

I am logging into our provider that hosts our email
No Exchange

Time is Correct on PC

I checked Email Settings with other Computers and it is the same.

Certificate was there, I un-installed IE8 and re-installed it.

My outlook no longer goes off line but I still get that error message.

I ended up Formatting computer and re-installing OS.  That was the only way I could get rid of the Certificate errors.  Not IE issue, somehow it was OS issue.
