Outlook Error

I have outlook 2003 with all patches loaded.

When I attempt to use it I suddenly get the attached.

I also get this message in my System Log:

The Security System could not establish a secured connection with the server cifs/  No authentication protocol was available.

    Error message says Internet Security warning on top of box

    Could this possibley be an Internet issue?

    Also I noticed that there is an outlook icon in the Time Tray
    with a red X on it with a note of: Microsoft outlook is offline

    but when I click send recieve it works but gives error message?

    I reinstalled office 2003 Using Custome and run all from my computer
    I reinstalled office 2003 patches.
    I Ran CCleaner and deleted temp files
    I ran Defraggler and defragged System
    I Ran Scanpst and found no errors on data files?

    Wierd one????

    Are you connecting to an exchange server that is local? Or is it at a remote location?

    Is your time correct on your PC?

    Are you connecting to a 3rd party email provider and dumping it in outlook?  Like gmail or monstermail or something?  If so, you may have an SSL issue

    I am logging into our provider that hosts our email
    No Exchange

    Time is Correct on PC

    I checked Email Settings with other Computers and it is the same.

    in your email settings in outlook is SSL checked?

    In IE, under Tools, Internet options, content, certifications, trusted root certs, is their one for your mail provider?
    Do your other users have one in their for your mail provider?

    Certificate was there, I un-installed IE8 and re-installed it.

    My outlook no longer goes off line but I still get that error message.

    I ended up Formatting computer and re-installing OS.  That was the only way I could get rid of the Certificate errors.  Not IE issue, somehow it was OS issue.
