GAL Photos not all Appearing in Outlook 2010

I have photos loaded into the GAL, am running Outlook 2010 and Exchange 2007.
Here is the issue:
IN non cached mode, the photos from the GAL appear at the bottom of an email when you put senders address in. In cached mode, only some users seem to work.
When looking at the contact card in outlook or hovering over the email address the photo is always there.
I have seem some posts indicating Exch 2007 doesnt support GAL photos in cached mode. However quite a number of photos appear. I have:checked its not just me or my PC, re-uploaded some of the pics that dont appear, rebooted client, rebuild OAB, created new Outlook profile. Still the same results.

    HOw you have updated the photos in GAL . using any third party or just updated as aseperate attribute in AD?

    I tried a number of different third party tools to load pic into GAL. With same results.
