How do stop server running windows 2003 from replicating to a remote server that does not exist anymore?  Remote server went out of commission without demoting it.

You need to run a metadata cleanup to remove lingering objects

Delete all DNS records for failed DC.

select operation target: List servers in site
Found 1 server(s)
0 - CN=BRANCH1,CN=Servers,CN=NYC,CN=Sites,CN=Configuration,DC=ccoffset,DC=local
select operation target: List Sites
Found 2 site(s)
0 - CN=NYC,CN=Sites,CN=Configuration,DC=ccoffset,DC=local
1 - CN=Portland,CN=Sites,CN=Configuration,DC=ccoffset,DC=local
