api for major email providers

I'm hosting a site for a client of mine.  From his site, he wants to import in contacts from the major email providers such as gmail, hotmail, yahoo, aol, msn but then email out from those email accounts from within his site.  Do these providers have an api for developers to authenticate into those accounts and import/export out email.  Can it be done?  Also, is there a paid tool out there that can do this?

Consider guiding your client in the direction of Constant Contact.  It is a crime in the United States to send unsolicited commercial email.  Constant Contact has gone to great lengths to offer a good email service that is low in cost and scrupulously legal.

I'm just wondering if the major email providers have a developer api to use that's all.

These emails would be sent through yahoo, gmail, hotmail domains etc except it is done through his site is what I'm saying.  this way the user does not have to log into each account but do it from one portal, his site.
