Hotlinking for files in a specific directory

I'm wondering how I can make it so that people can't steal my files and host them on other sites.  I don't care about images, I'm just concerned about files like zip files.  If that's not possible than is it possible to make it so they can't get the URL of the file they are downloading?

I have windows server 2008 with Plesk

you can use the URL rewriting for the same
