XP Power.cfg

Is there a way to set the power scheme for all users?  I have these machines locked down and the users have no access to anything in the control panel. What I have done to get around this is to copy power.cfg to the root of C and run it as an administrator.  The machine has about 15 different users who log in and I need some way to make that power scheme standard for everyone. Is there any way to force this?  I can't have the machines going into sleep mode even if they are on battery.

I have server 2003 standard edition - the only power option I have is under user configuration/powermanagement - prompt for password on resume from hibernate /suspend.
Is there something I can download?

In case 2003 server, also use GPO. XP and 2003 server gpo config manuals are same.

I've tried ezgpo however It has issues with the .msi client part and sometimes I find it doesn't hold.

It took alot of configuring because the user has no install rights so I created a script to install the client ez-gpo with admin rights that's how I got it to work along with the GPO.
