I want to assign the F1 key as a shortcut to dial contacts.  The only problem is that when I press this key to dial it also brings up the help window which is quite annoying.  Is there a way to disable the help window coming up when you press F1?

No, this is not an option. The F1 key is defined as Help in Windows.
