Restrict Users to Send Email to Certain Groups

Hi,
We are using Outlook 2007and 2010 and all users have access to company wide maining groups. HR wants to restrict users to send birthday/anniversary email to those groups. How do I do that since those groups are accessible to everyone?

I guess the transport rules would do it.... I guess you could specify a group which contains your users you want to restict and create transport rule using BetweenMemberOf and ExceptIfSubjectContainsWords, so you say bounce anything from users the group and the destination group, except if subject contains "Congratulations your old".... or words to that effect :)
