Distribution list management no longer working after migration from exch. 2007 to 2010

After migrating from Exchange 2007 to Exchange 2010, users that are set up to manage distro lists are no longer able to add or remove users.

I have verified that the person does have the right to update membership.

I have tested adding a new user and changing membership.
