System Properties displays 2 CPU speeds

    I'm cleaning up this really old laptop for a relative of mine. I went into System Properties to see what the specs are and it lists 2 different CPU speeds (see attachment for screen shot).
     Can someone please tell me what the actual CPU speed is and why its listing it as 2 different speeds?

    Intel SpeedStep technology.  When running on battery, it conserves power by stepping down the CPU's speed.
