Outlook 2007/2010 Allowing To Book Over Other Appointments in Exchange 2003

Booking from Outlook 2003 works with no issues, but if someone using Outlook 2007/2010 tries to book an appointment around another reservation, to include the reservation itself, it will allow it.  And just to be clear, under resource scheduling, I do have the Automatically decline conflicting meeting requests selected.  Any information would be greatly appreciated.

I found out that the user was marking the All Day Event box when scheduling the resource.  These "events" can be booked over.
