Upgrade Sharepoint 2007from Standard to Enterprise

Installed Sharepoint 2007 Standard and when trying to upgrade to Enterprise I get the following error:

Your license conversion operation failed.  You may be able to convert the installation to an Enterprise license using the "Enable High_SKU_NAME Features' page available from the Central Admin Operations Page.

I saw in another post on here how possibly elevating the Timer Job might work.  I'm not sure how to do that and even so I'm not sure it would work..

do you have any error in the event log. Is the user activating this have enough privileges to upgrade.
