How to get a specific phone number owned by AT&T

I use a 3rd party company form my VoIP needs.

AT&T ownes a certain phone number that I want. They won't give it to me unless I purchase it in a block of 100.

They said the number was reserved for DID use, but it is available.

How can I the 1 number I'm looking for without buying 100?

If you are not using that phone number now (it is an unused and reserved number) you will not be able to force the phone company that controls it (AT&T in this case) to give it to you.  You can not force them to give you a specific number, although it some cases they will honor a custom number request that is not part of a reserved block.
Unfortunately, they are well within industry practices and their legal rights to deny the number to you just because you want it.  You can purchase the entire 100 block and then disconnect the other 99, but that will have excessive installation costs and headaches.
My clients that want to order complete blocks in increments of 100 numbers are very happy that the phone company does reserve some for when they need to add to their DIDs.

If it's a number that spells something, some DID providers have tools that can search their available DIDs for a word.
