Best way to monitor files used in Windows 2008?

Any suggestions for the best way to monitor which files are used, opened, copied?

My client wants to know all the files used including what files they open, copy and delete by user or by folder.

Auditing within Windows 2008 takes too many resources and slows down the system.  Anything else that is cost effective?

    Never heard of that . in most cases windows auditing is what people use , it's not that resource intensive if it's configured properly. e.g. shipping the logs every night to a log server and refresh clean the active log file.
