Windows Xp Anti-Virus won't let me open anti-virus programs to get rid of it

One of our computers today was hit by that Windows Anti-Virus "Virus". This program won't let me open any of my anti-virus programs in order to eliminate it. I tried ending the process rrc.exe and it just comes back as soon as I run another application. I need your help so that I can have my anti virus programs get rid of it.

Have you tried safe mode? Also, this link has very good instructions http://www.bleepingcomputer.com/virus-removal/remove-windows-antivirus-pro 

Download malwarebytes at www.malwarebytes.com you might have to download it on a flash drive on another computer and then install it on the infected computer.

Yes, I have tried running in safe mode with the same results. I am going to try Revo Uninstaller to see if that works. The computer let me install Avast, but won't let me run. The computer let me install Zone Alarm and it does run. AVG & Malwarebytes won't install

This version: revo.zip works the best.
Ok, Revo got rid of the virus, but now whenever I try to open anything, it always asks what do I want to open with. And when I go into add/remove programs, it tells me that rundll is missing. It's not missing because I found it in system32
